When generating report in english using GWT its print out perfectly but when you print non-english character like arabic then all letters translated to symbolic like bullets , diamonds and big full stops.
All standard Browser supports hexa format so try to change all arabic word into hexa and replace your arabic word on html with generated hexa code.
After translating to hexa you will get the arabic print out perfectly.
Note : using utf-8 also its not helped me .
